The Historic Preservation Review Board met and considered the following items October 27, 2011.
Present:  Catherine Buell, Chair; Elinor Bacon, Tersh Boasberg, Maria Casarella, Christopher Landis, Pamela Scott, and Joseph Taylor. Absent: Robert Sonderman.


AGENDA

DESIGN GUIDELINES
Guidelines for Window Repair and Replacement
The Board voted to approve the window guidelines as reflective of their policies on window repair and replacement.  Approved:  7-0

LANDMARK DESIGNATION HEARINGS
John Fox Slater Elementary School and John Mercer Langston Elementary School, 43 and 45 P Street NW, #08-10.
The Board designated the schools and recommended that the nomination be forwarded to the National Park Service for listing in the National Register of Historic Places. Approved: 7-0.

 
Immaculata Seminary, 4340 Nebraska Avenue, NW, #11-08.
The Board designated Immaculata Seminary as an historic district to be entered in the D.C. Inventory of Historic Sites, with recommended contributing and non-contributing resources and a period of significance of circa 1839 to 1954.  The Board gave great weight to the position of ANC 3E, and agreed with their recommendations regarding contributing/non-contributing buildings, with the exception of the 1921 Chapel, which the Board determined did contribute to the history of the school.  It was further recommended that the application be forwarded to the National Park Service for listing in the National Register of Historic Places as a historic district. Approved: 7-0.

HISTORIC LANDMARKS
Immaculata Seminary, 4340 Nebraska Avenue, NW, HPA #11-467, concept/alterations, new
construction for American University School of Law.
The HPRB approved the concept proposal for rehabilitation, new construction and landscape improvements to the campus as consistent with the purposes of the preservation act.  The Board considered and gave great weight to the position of ANC 3E.  Approved: 7-0.  


U STREET HISTORIC DISTRICT
1932 9th Street, NW, HPA #09-393, revised concept/construction of four story      retail and residential building.
The Review Board withheld concept approval, finding that significant reductions in the mass of the building were needed for it to be compatible with its context.  The Board delegated members Taylor and Casarella to meet with the HPO staff and applicants to discuss alternatives.  Approved:  5-2 (Boasberg, Casarella, Taylor, Bacon, Scott in favor; Landis and Buell abstained)   


CAPITOL HILL HISTORIC DISTRICT
1310 East Capitol Street, NE (rear), HPA #11-488, permit/raze alley building.
The Board passed a motion to advise the Mayor’s Agent that the proposed demolition is not consistent with the purposes of the preservation law because it would result in the loss of a property that contributes to the character of the Capitol Hill Historic District. Approved: 7-0
 

MOUNT VERNON SQUARE HISTORIC DISTRICT
1225 5th Street, NW, HPA #11-375, revised concept/side and rear addition.
The Review Board approved the revised concept as presented, and delegated final approval to the staff.  Approved:  6-1 (Boasberg, Casarella, Landis, Buell, Scott, Bacon in favor, Taylor opposed).

LANDMARK DESIGNATION HEARING
Brightwood Street Railroad Company Car Barn, 5917-5929 Georgia Ave, NW, Case #11-22.
After giving great weight to the written testimony of ANC 4C, the Review Board voted not to designate the Brightwood Street Railroad Company Car Barn, 5917-5929 Georgia Avenue, NW, a landmark to be entered in the D.C. Inventory of Historic Sites and not to forward the nomination for listing in the National Register of Historic Places because of the property’s degree of historic integrity.  Approved:  6-0 (Buell recused).
