SEPTEMBER 24, 2009

The Historic Preservation Review Board met to consider the following items on September 24, 2009. Present at the meeting were: Tersh Boasberg, Catherine Buell, Maria Casarella, James Kane, Christopher Landis, Pamela Scott, Robert Sonderman, and Joseph Taylor. Absent: Elinor Bacon

AGENDA
LANDMARK NOMINATION HEARING
The Euclid Apartments, 1740 Euclid Street, NW, Case #09-10.
The HPO recommended that the Board designate the Euclid Apartments at 1740 Euclid Street, NW a landmark to be entered in the D.C. Inventory of Historic Sites and that the nomination be forwarded to the National Register of Historic Places with a positive recommendation for listing.  The Board adopted the staff recommendation with the exception of criterion 201.1 (d) by a vote of 8-0.
                
CLEVELAND PARK HISTORIC DISTRICT
3420 36th Street, NW, HPA #09-378, concept/additions, alterations, curb cut relocation.
The Board directed the applicant to recess the addition slightly from the north side and work with staff to refine designs of the garage and landscape. Approval of the permit was delegated to staff.  Vote: 8-0.

STRIVERS SECTION HISTORIC DISTRICT
1612 U Street, NW, NW, HPA #09-294, concept/three-story side addition.
After confirming that the side and rear walls of the addition would be brick, asking that site line studies be prepared to confirm that the roof deck would not be visible from the street, and that spandrel glass be used to better evoke the proportions of glass on the existing building, the Review Board approved the project in concept and delegated design development and final construction approval to the staff. Vote: 8-0.


Note: Mr. Kane departed the meeting at this time. There were seven members present for the remainder of the day.


14TH STREET HISTORIC DISTRICT
1514-1518 P Street, NW, HPA #09-391, alteration/installation of 115 flags.
This case was withdrawn from the agenda as the applicant and HPO works on an alternate proposal that is consistent with the Board’s sign regulations.

MOUNT VERNON SQUARE HISTORIC DISTRICT
1208 3rd Street, NW, HPA #09-314, concept/three-story side addition.
The HPO recommended that the Board approve the concept design for the addition as consistent with the purposes of the preservation act. HPO further recommends that final approval of the addition be delegated to staff on the following conditions: (1) The brick of the front and north side of the addition shall reasonably match  the color, texture and dimension of the brick of the sanctuary  and apartment building,  and (2) the applicant perform the functions as stated in their submitted Preservation Plan including execution of a condition report for 1232-1236 New Jersey Avenue NW, suitable for evaluation, from a structural engineer with professional experience evaluating 19th century masonry structures, be delivered to HPO prior to final approval of the addition.
Approved, 6-0. For: Boasberg, Buell, Casarella, Landis, Scott, Sonderman. Recused: Taylor.

447 Ridge Street, NW, HPA #09-357, concept/new construction, two-unit residence.
This case was deferred at the request of the Advisory Neighborhood Commission.
                
MOUNT PLEASANT HISTORIC DISTRICT
3160 16th Street, NW, HPA #09-291, revised concept/addition and alterations to Mount Pleasant Branch D.C. Public Library.
The Board voted 7-0 to final defer its decision until the October 22 meeting, leaving the record open until October 13 for further written testimony from the ANC and Applicant.


CONSENT CALENDAR


The Historic Preservation Review Board considered the following consent items on September 24, 2009.  The items proposed for approval by the Board based upon the written record, without discussion, were approved by a vote of 8-0 with the exception of Agenda Item D. That case is reported separately below.

LANDMARKS
A.  Old Engine Co. 10, 1341 Maryland Avenue, NE, HPA #09-388, concept/alterations.
The HPO recommended that the Board approve the addition in concept with direction to work with staff to refine the fenestration and landscape designs and delegate final approval to staff.

CAPITOL HILL HISTORIC DISTRICT
B.  645 A Street, SE, HPA #09-384, concept/three-story rear addition.
The HPO recommended that the Board approve the concept as consistent with the purposes of the preservation act and delegate final approval to staff.

C.  525 9th Street, NE, HPA #09-389, concept/alterations.
The HPO recommended that the Board approve the addition in concept with direction to work with staff to revise fenestration on the rear portion of the building and delegate final approval to staff.

CLEVELAND PARK HISTORIC DISTRICT
2937 Ordway Street, NW, HPA #09-387, concept/rear addition.
The HPO recommended that the Board approve the project in concept and delegate final approval to staff.

This item was proposed for approval by the Board based upon the written record, without discussion. The staff report was approved by a vote of 7-0.  For: Boasberg, Buell, Kane, Landis, Scott, Sonderman, Taylor. Recused: Casarella.  

GEORGETOWN HISTORIC DISTRICT
E.  3012 O Street, NW, HPA #09-361, two-story rear addition.
The HPO recommended that the Board approve the proposal only in concept and delegate to staff its further review to ensure consistency of the exterior siding and other details.

LEDROIT PARK HISTORIC DISTRICT
F. 322 T Street, NW, HPA #09-368, concept/third-story rear addition.
The HPO recommended that the Board approve this concept plan for a third floor addition. HPO further recommends that final approval of the addition be delegated to staff on the following conditions: (1) The rear wall sloped profile shall not be altered.

TAKOMA PARK HISTORIC DISTRICT
G.  402 Aspen Street, NW, HPA #09-386, rear screen porch.
The HPO recommended that the Board approve the addition and delegate final approval to staff.
