June 24, 2010

The Historic Preservation Review Board  met and  considered the following items on June 24, 2010. Present:  Catherine Buell, Chair; Elinor Bacon, Tersh Boasberg, Maria Casarella, James Kane, Christopher Landis, Pamela Scott, Joseph Taylor.  Absent: Robert Sonderman.


AGENDA
        
HISTORIC DESIGNATION HEARING
Barney Circle Historic District (proposed), vicinity of 16th, 17th, G and H Streets, Potomac and Kentucky Avenues
and Barney Circle, SE, Case #08-01.
Numerous interested individuals testified during a two-hour hearing. The Board encouraged staff to work with the neighborhood to ensure full public involvement and to see if a better understanding can be reached with regards to the potential historic district.  The Board encouraged the applicant to return to the Board when ready, based on the Board’s recommendations and feedback.  The Board indicated it could consider an expansion of the proposed boundaries to incorporate limited additional properties on Barney Circle, and also encouraged active community involvement in the development of the design guidelines being proposed for the potential district.  No action taken; the record will remain open.


CAPITOL HILL HISTORIC DISTRICT
1222 Constitution Avenue, NE, HPA #10-241, basement entrance on side elevation in public space.
The HPO recommended the Board take the following actions:
1)    Deny the proposed new basement windows and any change in topography on the front of the property; Adopted recommendation.
2)    Approve the creation of three basement windows on the 12th Place side elevation, contingent on the existing grade being retained and masonry rectangular-shaped window wells being entirely submerged below grade; Adopted, but the Board felt the side window wells should be rectangular shaped and masonry (not metal).
3)    Approve the proposed stair in the rear yard and not in public space. Adopted recommendation. Vote on above: 7-0, Landis recused.


ANACOSTIA HISTORIC DISTRICT
1326 Valley Place, SE, HPA #10-322, concept/reconstruction of two-story frame house.
The Board approved in concept the demolition of the rear of the house and the retention and reconstruction of the main block, with review of necessary permits delegated to staff. Vote: 8-0.

 
CLEVELAND PARK HISTORIC DISTRICT
3511 Idaho Avenue, NW, HPA #10-312, concept/front entrance canopy and door replacement.
 HPO recommended that the Board deny the application as inconsistent with the Board’s guidelines, incompatible with the architectural character of the house and Cleveland Park Historic District, and inconsistent with the purposes of the preservation act.   The HPO recommends that any future proposals
retain the remaining original features – the steps, door, transom, and sidelights – and that the design of any  new porch proposed be based on the missing porch’s original appearance.  Approved by a vote of  6-2, Kane and Landis, dissenting.

        

SHAW HISTORIC DISTRICT
1431 11th Street, NW, HPA #10-139, concept/alteration, construction of an apartment building.
The Review Board adopted the staff report approving the concept for renovation and a rear addition as compatible for this location in the historic district and directed the applicants to continue working on refinement of the design, and delegate final approval to staff.  Approved:  8-0


WOODLEY PARK HISTORIC DISTRICT
2707 Woodley Road, NW, HPA #10-246, concept/rooftop addition.
HPO recommended the Board approve the conceptual design for the rooftop addition with a simple two-slope ridged profile, and that final approval be delegated to staff on the conditions that no alteration (including any new parapets) shall be visible from the Woodley Road right-of-way, and the existing ridge
tiles shall remain.   Adopt staff report, 8-0

3249 Newark Street, NW, HPA #10-311, concept/rear addition, screened porch.

DUPONT CIRCLE  HISTORIC DISTRICT
1605 S Street, NW, HPA #10-222, concept/rear and partial third-story addition on two-story house.

U STREET HISTORIC DISTRICT
1909 12th Street, NW, HPA #10-310, concept/alteration and rear addition.
