The Historic Preservation Review Board met to consider the following items on March 25, 2010. Present were: Tersh Boasberg, Elinor Bacon, Catherine Buell, Maria Casarella, Christopher Landis, Pamela Scott, Robert Sonderman, Joseph Taylor. Absent: James Kane.

Historic Commercial Buildings
Informational presentations only. Drafts have been posted on the website to allow for public comment; anticipated action by HPRB in April. Preliminary Board comments included: 1) incorporating sustainability issues and information into the guidelines when appropriate, 2) including captions for all illustrations to reinforce points being made, 3) incorporating information on rooftop issues (decks, additions) for historic commercial buildings.
LANDMARKS
Chesapeake & Potomac Telephone Company Warehouse, 1111 North Capitol Street, NE, HPA #10-180
(substantial demolition) and #10-029, revised concept for demolition, alterations and addition.
HPA #10-180: The HPRB approved the staff report, finding that the proposed demolition resulted in substantial demolition and referred the permit to the Mayor’s Agent as not consistent with the purposes of the preservation act. Approved 7 – 1 (Landis dissenting)
HPA #10-029: The HPRB approved the staff report endorsing the revised concept, which includes an additional third floor added to the rear upper block of the addition, encouraged that further study be given to the color, texture and contrast of the addition with the historic building, suggested that further study be given to the landscape plan and enlivening the plaza, and referred the project to the Mayor’s Agent for review. Approved 8 - 0
U STREET HISTORIC DISTRICT
1931 12th Street, NW, HPA #09-184, concept, new construction.
The HPRB approved the staff report, giving conceptual design approval for the design, and directed the applicant to reduce the visibility of the basement areaway, reduce the color contrast between the building materials, and to reexamine the design and materials of the penthouse and/or set it back so that it is not visible from the street. Approved: 8 – 0.
ANACOSTIA HISTORIC DISTRICT
2228, 2234 and 2238 Martin Luther King, Jr. Avenue, SE, HPA #10-099, raze.
This case was removed from the agenda at the request of the applicant.
