The Historic Preservation Review Board met to consider the following items on January 28, 2010.  Present were: Tersh Boasberg, Elinor Bacon, Catherine Buell, Maria Casarella, James Kane, Christopher Landis, Pamela Scott, Robert Sonderman, Absent,  Joseph Taylor.

HISTORIC LANDMARK APPLICATIONS

John J. Earley Office and Studio, 2131 G Street, NW, Case #10-02.
Designated by a vote of 8-0.

The Everglades, 2223 H Street, NW, Case #10-03.

 U STREET HISTORIC DISTRICT
2027 11th Street, NW, HPA #10-085, concept/three-story rear addition.
The Review Board approved a three-story rear addition and encouraged the applicant to continue to work with staff to reduce its height and confirm lack of visibility from surrounding streets, and delegated final construction approval to staff.   Approved 8-0.

1011-13 T Street and 1900 Vermont Avenue, NW, HPA #10-xxx, concept/new construction.
The Review Board approved the proposal in concept, with recommendations outlined in the HPO report to address concerns about the visibility of the roof decks and access stairs, and delegated final construction approval to staff.   Approved 8-0.
     
SHERIDAN KALORAMA HISTORIC DISTRICT
2128 Wyoming Avenue, NW, HPA #10-87, concept/alterations and rear addition.
The Review Board adopted the staff report, approving the concept for façade alterations to this non-contributing building and the overall height, footprint and mass of the rear addition; the approval was based on the updated drawings that were presented during the meeting.  Final approval delegated to staff.  Approved 8-0.

SAINT ELIZABETHS HOSPITAL HISTORIC DISTRICT
East Campus, 2700 Martin Luther King Jr. Avenue, SE, HPA #10-092, concept and Section 106 review/water
tower.
By a vote of 6-0 (Casarella and Kane recused), the Board:
1.    found the construction of a water tower of this size on the campus to be incompatible with the character of the historic district, and recommended that any subsequent preliminary or permit application for its construction be referred to the Mayor’s Agent as soon as possible;
2.    found that the proposed location at “Site B” is the best location on the campus for such a tower;
3.    supported appropriate landscaping around the base of any tower;
4.    supported the idea of interpretation and possibly an underground museum, if WASA wishes to pursue it, but with further review of carefully designed buildings, roads, etc.;
5.    asked the applicant to consider mitigation alternatives; and
6.    directed the staff to continue consultation toward a resolution in a Memorandum of Agreement if a project is approved by the Mayor’s Agent, with the project to return to the Board for review of further design development, if and when necessary.
And by a vote of 5-1 (Sonderman voting nay), the Board
7.    decided that the construction of a frame around a standard tower is an approach that will help minimize adverse effects and is worthy of further development.
