November 17, 2011

The Historic Preservation Review Board met and considered the following items November 17, 2011.
Present:  Catherine Buell (Chair), Tersh Boasberg, Maria Casarella, Christopher Landis, and Joseph Taylor.  Not present:  Elinor Bacon, Robert Sonderman, Pamela Scott.

AGENDA

LANDMARK DESIGNATION HEARINGS
Dorsch’s White Cross (Wonder Bread) Bakery, 641 S Street NW, #11-18.   
HPRB designated Dorsch’s White Cross Bakery building as a historic landmark to be entered in the D.C. Inventory of Historic Sites and recommended that the application be forwarded to the National Park Service for listing in the National Register of Historic Places. Vote: 5-0.

HISTORIC LANDMARKS
Woodhull House/George Washington Historic District (pending), 2033 G Street, NW, HPA #12-030,
concept/addition for art museum.
HPRB approved the conceptual design, directing the applicants to narrow the connecting link of the building with Woodhull House and increase the width of the open passageway underneath, and continue studying the articulation of the façade and elevation materials.  Vote:  5-0.

U STREET HISTORIC DISTRICT
2005 15th Street, NW, HPA #11-407, revised concept/new construction.
HPRB found the revisions to the design greatly improved the building’s compatibility with the historic district, approved the revised conceptual design and delegated final approval to staff.  Vote:  5-0.

WASHINGTON HEIGHTS HISTORIC DISTRICT
1845 Kalorama Road, NW, HPA #11-520, concept/rear addition.
HPRB found the proposed addition to be overwhelmingly large for the building and for its context in the historic district, and recommended that the applicant reduce the size of the addition and return for further review when appropriate.  Vote:  3-2; Boasberg, Casarella, Taylor approved; Buell and Landis opposed.

MOUNT PLEASANT HISTORIC DISTRICT
1620 Lamont Street, NW, HPA #12-037, fence/wall and screening in front yard.
The Board recommended that a permit for a lattice screen at the end of the porch and a single panel of lattice or planks, maximum six feet tall, along the stairs would be consistent with the purposes of the preservation law.  It also recommended further consideration of a low fence or wall between the properties. Vote: 5-0.

ANACOSTIA HISTORIC DISTRICT
2228 Martin Luther King Jr. Avenue, SE, HPA #11-527, raze/two-story frame house.
The Board deferred consideration of the application until January, pending the applicant developing a stabilization plan for the adjacent properties and summarizing its plans for other distressed city-owned properties in the historic district. Vote: 5-0.


MOUNT VERNON SQUARE HISTORIC DISTRICT
1232, 1234, 1236 New Jersey Avenue, NW, HPA #12-203, raze/three rowhouses.
Staff recommended that the Board recommend to the Mayor’s Agent that the raze
application be denied as inconsistent with the purposes of the historic preservation law. Report approved by a vote of 5-0.

HISTORIC LANDMARKS
Jesse Reno School, 4820 Howard Street, NW, HPA #11-401,     concept/rehabilitation with connection of adjacent Alice Deal Jr. High School.
Staff recommended that the Board approve of the conceptual design for the proposed new addition and delegate the remaining restoration and design review to the staff.  Vote:  Report approved.  5 - 0.

The HPRB approved by a vote of 5-0 the following items on the consent calendar:

CAPITOL HILL HISTORIC DISTRICT
629 Pennsylvania Avenue, SE, HPA #12-028, concept/raise height of roof, insert windows on second floor façade.

14TH STREET HISTORIC DISTRICT
1324 14th Street, NW, HPA #12-029, concept/rear and partial roof addition to three story commercial building.

U STREET HISTORIC DISTRICT
1419 V Street, NW, HPA #11-526, concept/new construction of two-story classroom building.

DENIAL CALENDAR
The HPRB acknowledged receipt of additional information from the applicants on each of the following cases.  

The HPRB approved the staff report by a vote of 5-0 the following item on the denial calendar:

SHERIDAN KALORAMA HISTORIC DISTRICT
2239 Massachusetts Avenue, NW, HPA #12-031, concept/window removal.

The HPRB approved the staff report by a vote of 4-1 (Landis opposed) the following item on the denial calendar:

2200 R Street, NW, HPA #12-036, concept/façade alteration for expanded garage door opening.
