HPRB January 26, 2012


The Historic Preservation Review Board met to consider the following items on January 26, 2012. Copies of staff reports related to cases listed below may be requested by email.

The Historic Preservation Review Board met and considered the following items on January 26, 2012.   
Present:  Catherine Buell, Chair; Elinor Bacon, Tersh Boasberg, Maria Casarella, Christopher Landis, Pamela Scott (case #5 only), Robert Sonderman (arrived after case 2), and Joseph Taylor.


HPRB AGENDA

DESIGN GUIDELINES
Martin Luther King Jr. Memorial Library Design Guidelines.     
The HPRB commended the DC Public Libraries and Traceries for developing the guidelines and adopted them as consistent with their standards for treatment of the landmark.  Approved 6-0.  

SHERIDAN KALORAMA HISTORIC DISTRICT
2225 California Street, NW, HPA #11-472, concept/new five-story apartment building.
The HPRB passed a motion finding the proposed conceptual design to be consistent with the purposes of the preservation act, and asked that the project continue to be developed in consultation with the community and return to the Board for further review when appropriate.  Approved 5-0; Casarella recused.

CLEVELAND PARK HISTORIC DISTRICT
2938 Macomb Street, NW, HPA #12-156, concept/new front and rear porches.
The HPRB passed a motion finding the front window restoration and rear porch to be consistent with the purposes of the preservation act, but determining the construction of a front porch to be incompatible with their guidelines and inconsistent with the purposes of the preservation act.  Approved 6-0; Landis recused.
        
HISTORIC LANDMARK
White Cross Bakery, 641 S Street, NW, HPA#11-485, concept/roof additions.       
The HPRB passed a motion finding the proposed conceptual design for rear and roof additions as designed to be compatible with the character of this industrial complex of buildings, and delegated final approval to staff.  Approved 7-0.

LANDMARK DESIGNATION HEARING
Main Pumping Station, 1331 2nd Street, SE, Case #05-16.
The HPRB passed a motion to designate the D.C. Water Main Pumping Station a landmark to be entered in the D.C. Inventory of Historic Sites, and recommended that the nomination be enhanced by additional research and context, and then forwarded to the National Register of Historic Places.  Approved 8-0.

HISTORIC LANDMARK:  CONSENT CALENDAR
Main Pumping Station, 1331 2nd Street, SE, HPA #12-162, concept/sewer overflow service structures.
The HPRB passed a motion to approve the concept for a sewer overflow service structures by consent.  Approved 7-0.

WASHINGTON HEIGHTS HISTORIC DISTRICT
1845 Kalorama Road, NW, HPA #11-520, preliminary/revised rear addition.
The HPRB passed a motion to approve the applicant’s revised preliminary design for a rear addition that reduced the addition’s size and rear projection in response to concerns raised by the Board in November 2011.  The revised design included revisions that responded to the staff report that addressed the material of the top floor of the addition, eliminated a proposed basement stair in the front yard, and relocated utility meters to an interior room.  Approved 6-1 (Boasberg opposed).  

HISTORIC LANDMARK
Engine Company No. 29, 4811 MacArthur Boulevard, HPA #12-168, door     widening and security screens.
The HPRB passed a motion to advise the Mayor’s Agent that the expansion of the vehicle-door openings, as proposed, is incompatible with the character of the landmark property and is thus inconsistent with the purposes of the preservation law, but strongly encourages the applicant to explore the alternatives discussed in the staff report so as to make available to the Mayor’s Agent alternatives that may necessitate less alteration and be more compatible.  Approved 7-0.

MOUNT PLEASANT HISTORIC DISTRICT
3142 17th Street, NW, HPA #12-114, alteration/porch.
Consideration deferred to February meeting at request of owner.    

ANACOSTIA HISTORIC DISTRICT
2228 Martin Luther King Jr. Ave, SE, HPA #11-527, raze two-story frame house.
The HPRB passed a motion to approve the raze permit as consistent with the purposes of the preservation act due to the building’s loss of integrity.  Approved 7-0.

1510 W Street, SE, HPA #12-167, after-the-fact application for substantial demolition and reconstruction of two-story, frame house.
The HPRB passed a motion recommending issuance of the permit as consistent with the purposes of the preservation act, with the conditions that the porch roof have hand-crimped seams and that all siding, casings and windows be of wood, with the specific window product to be approved by staff prior to clearance of the application.  Approved 7-0.

BLAGDEN ALLEY-NAYLOR COURT HISTORIC DISTRICT
926 N Street, NW, #12-160, concept/new construction, four-story residential and     commercial building.    
Consideration deferred to February meeting at request of ANC 2-F.

910 and 912 S Street, NW, HPA #12-140, concept/new construction of two rowhouses
The Board encouraged additional attention to the design and materials of the rear elevations to improve their compatibility with the historic district.
