Some historic properties in the District of Columbia are subject to other design reviews in addition historic preservation review. The Historic Preservation Office (HPO) and Historic Preservation Review Board (HPRB) do not conduct these other reviews, but coordinate with the review bodies as needed.
Historic Preservation Easements
More than 1,700 historic properties in the District of Columbia are protected by private historic preservation easements and registered with the District government. By law, the easement holder must give written consent to a project before HPO and HPRB can review and clear the permit application for the work.
The Office of Planning manages a special design review process for properties in Chinatown. The review applies to the area bounded by 5th Street, G Street, 8th Street, and Massachusetts Avenue, NW.
Pennsylvania Avenue Development Area
The National Capital Planning Commission (NCPC) reviews permit applications for exterior work in the development area covered by the 1974 Pennsylvania Avenue Plan. The review applies to the area bounded by 15th Street, F Street to the middle of the 1300 block, E Street, 9th Street, F Street, 7th Street, E Street, 3rd Street, Pennsylvania Avenue, and Constitution Avenue, NW (Squares 225, the western half of 254, 291, 322, 348, 378, 379, 406, 407, 408, 431, 432, 457, 458, 459, 460, and 491).
