Development Review Specialist Job Summary

This position is located in the Office of Planning (OP), Development Review Division. The Development Review Division assesses building and development plans and projects that range from large, complex and precedent setting in their potential to change the character of an area, to small individual proposals affecting individual property. This division also manages amendments to the zoning regulations for the District of Columbia.

Duties and Responsibilities

The incumbent will analyze development and zoning proposals against policies contained in the District Comprehensive Plan and other citywide or area planning initiatives, as well as against the zoning regulations, environmental regulations, and other applicable plans, codes, ordinances and procedures. Works with applicants, developers, architects, and local neighborhood associations to review major planning and zoning projects, including Planned Unit Developments, special exceptions, variances, and major amendments to the zoning ordinance. Coordinates with other city agencies to review development proposals, environmental assessments, and street and alley closings.

Prepares written reports and recommendations to boards and commissions and presents publicly to them. Researches and proposes amendments to the zoning ordinance and map consistent with the Comprehensive Plan and current planning and zoning practices. Participates in neighborhood planning, corridor planning, and on specific-focus plans and programs. Responds to inquiries from citizens, developers, engineers, architects, attorneys, and others on zoning, permit processes, development review, and design guidelines in oral and written correspondence. As assigned, serves on committees, task forces, and special intra-department teams to contribute technical expertise.
