(Washington, DC) – Today, the DC Office of Planning (OP) published a report on findings and recommendations from a study of land use, market potential, and the public realm along Rhode Island Avenue NE. The study focused on a 1.5-mile stretch of the corridor between 13th Street NE and the DC-Maryland border at Eastern Avenue.
The study consisted of research, analysis, District agency collaboration, and community conversations with hundreds of residents and stakeholders. In all, more than 350 residents and business owners provided feedback.
“What we heard overwhelmingly from residents is that they love their neighborhood, but they want more connectivity, more activity for neighbors and businesses, and more usable public spaces,” said Anita Cozart, Director of OP. “This study points to a number of opportunities to create a more livable, vibrant Rhode Island Avenue.”
Study analysis shows the corridor is growing. Between 2016 and 2023, the area’s population grew by about 7%, with projections showing nearly 25% more growth over the next decade. Since 2010, the corridor has added around 730 housing units and could gain over 1,000 more in the next 15 years.
Recommended strategies seek to enhance the corridor by:

Establishing a comfortable pedestrian environment

Creating outdoor gathering spaces that feature arts and culture

Supporting existing small businesses and attracting new businesses to meet community needs

Expanding housing options for all incomes
The recommendations in this study will be implemented through private development and public investment, led by public agencies, property owners, and community groups. OP is already coordinating with agency partners to begin work.
