Background
The RFK Campus site is a 180-acre parcel between the Anacostia River and adjacent Kingman Park and Hill East neighborhoods. The area is accessible via Metrorail, bus, and major roadways with connections to local parks, recreational trails, and neighborhoods on the east side of the Anacostia River.
The stadium officially closed in 2019, but the campus was once home to several local professional sports teams, including the Washington Commanders (1961-1996), the Washington Senators (1961-1971), the Washington Nationals (2005-2007), and DC United (1996-2017). For decades, the site’s recreational fields, parks, and trails have been valued resources for District residents.
In January 2025, the US Congress enacted legislation (Public Law 118-274, commonly known as the D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act), transferring the administrative jurisdiction of the RFK Campus to the District for redevelopment.
The redevelopment of RFK will include a new stadium for the Washington Commanders and mixed-use development, including enhanced community amenities and improved integration of the site with surrounding neighborhoods.
RFK Redevelopment Master Plan
The RFK Master Plan is an opportunity to reimagine RFK as a vibrant, mixed-use neighborhood anchored by a new, world-class stadium. The plan will establish new land use, zoning, and design guidelines to guide future development of this campus. It will also identify opportunities for new recreational areas and rec facilities, housing, businesses, and improved connections to the Anacostia River.
Starting in February 2026, the Master Plan process will:
- Outline the District’s vision for the entire campus in coordination with community stakeholders and agency partners
- Establish land uses and development programs for the site, including housing and retail
- Identify key amenities to serve current and future residents
- Provide guidance on urban design, parks, open space, and the street network
- Recommend zoning designations for each district within the site
- Coordinate overall planning and site design with the stadium and related development plans
- Identify ways to integrate the new development with surrounding neighborhoods and improve access to the waterfront
