APRIL 23, 2009

The Historic Preservation Review Board meet to consider the following items on April 23, 2009.
The following members were present:  Andrew Aurbach, Elinor Bacon, Tersh Boasberg, Catherine Buell, James Kane, Joseph Taylor, and John Vlach. Absent: Maria Casarella, Robert Sonderman.

 

CONSENT CALENDAR  
The Historic Preservation Review Board considered the following consent items on April 23, 2009.  The items proposed for approval by the Board based upon the written record, without discussion, were approved by a vote of 7 – 0.


CAPITOL HILL HISTORIC DISTRICT

819 Independence Avenue, SE, HPA #09-192, concept/rear addition.
HPO recommended that the Board approve the concept as consistent with the purposes of the preservation act and delegate final approval to staff.

641 East Capitol Street, SE, HPA #09-188, change roof of existing garage.
HPO recommended that the Board approve the proposal as consistent with the purposes of the preservation act.
 
649 E Street, SE, HPA #09-182, concept/rear addition.
HPO recommended that the Board approve the concept as consistent with the purposes of the preservation act and delegate final approval to staff.

223 10th Street, SE, HPA #09-124, concept/raise height of existing rear garage.
HPO recommended that the Board approve the concept as consistent with the purposes of the preservation act and delegate final approval to staff.

CLEVELAND PARK HISTORIC DISTRICT
3210 Macomb Street, NW, HPA #09-126, one-story rear addition, pool.
HPO recommended that the Review Board approve the conceptual design and delegate final review to staff.

KALORAMA TRIANGLE HISTORIC DISTRICT
1852 Biltmore Street NW, HPA #09-183, concept/rear addition
The HPO recommended that the Board approve the concept as consistent with the purposes of the preservation act and delegate final approval to staff.

MOUNT PLEASANT HISTORIC DISTRICT
1854 Park Road, NW, HPA #09-177, one-story rear addition.
HPO recommended that the Board approve the application as presented.

SHAW HISTORIC DISTRICT
1531-1533 9th Street, NW, HPA #09-180, concept/renovation and two-story, new construction.
HPO recommended that the Review Board approve the design in concept and delegate the final review to staff with the following conditions: (1) The applicant will coordinate final material selection with HPO staff; (2) the applicant will retain and repair the cast iron stairs, rails, and landing at 1533 9th Street NW; (3) the applicant will continue to refine the proportions of the second story windows; (4) the applicant will work with staff to refine the cornice and awning details.

SIXTEENTH STREET HISTORIC DISTRICT
Hay-Adams Hotel, 800 16th Street, NW, HPA #07-237, extension of approve concept/roof additions.
HPO recommended that the Board agree to the extension of the concept approval for a period of two years from this coming September 2009, with the understanding that after that period, any such proposal would have to be treated as an entirely new application.

WOODLEY PARK HISTORIC DISTRICT
2721 Woodley Place, NW, HPA #09-156, concept/one-story rear addition.
HPO recommended that the Board approve the concept and delegate permit review to staff.

AGENDA ITEMS

HISTORIC LANDMARKS
Old Naval Hospital, 921 Pennsylvania Avenue SE, HPA #09-186, concept/rehabilitation and reuse of hospital and carriage house.
HPO recommended that the Board approve the project in concept as outlined in the staff report. Further, the Board directed the applicant to: (A) study a freestanding canopy design on the hospital; (B) restudy the design of the addition with a non-glass roofing material; (C) identify appropriate front doors for the utilitarian aesthetic of a former stable; (D) continue to study the landscape plan with direction to reduce the amount of hardscaping; (E) continue to work with the HPO on archaeological investigations at the site. Approved, 6-0. For: Aurbach, Bacon, Boasberg, Buell, Kane, Vlach. Recused: Taylor.

GEORGETOWN HISTORIC DISTRICT
3019 P Street, NW, HPA #09-134, replacement of rear-yard wall with a fence.
HPO recommended that the Board approve the permit for reconstruction of the wall in new, solid brick, as proposed and as painted cedar panels between brick piers along the sides of the rear yard. Approved, 6-1. For: Aurbach, Bacon, Boasberg, Buell, Kane, Vlach. Against: Taylor.

LEDROIT PARK HISTORIC DISTRICT
1859 3rd Street, NW, HPA #09-181, concept/subdivision and residential buildings.
HPO recommended that the Board: (1) recommend approval of the creation of an eighteen-foot-wide rectangular lot along the south end of the property, with the depth as depicted or running the entire depth of the present record lot; (2) not recommend approval of the conceptual designs for the two proposed buildings, but entertain revisions that address the issues raised above; (3) not recommend approval of the creation of the third (“middle”) lot as proposed; and (4) consider the possibility of any middle lot, smaller and differently configured, to be dependent upon the approval of preliminary or permit drawings for compatible construction on that lot, with demonstration of the intention and capacity to proceed with such construction.  Approved, 6-1.  For: Aurbach, Bacon, Boasberg, Buell, Taylor, Vlach. Against: Kane.

PENNSYLVANIA AVENUE NATIONAL HISTORIC SITE
Recorder of Deeds, 515 D Street, NW, HPA #09-144, concept/three-story rooftop addition.
This case was removed from the agenda at the request of the applicant.
