FEBRUARY 26, 2009


The Historic Preservation Review Board met and considered the following items on February 26, 2009.  The meeting will be held at 441 4th Street, NW (#1 Judiciary Square) in Room 220 South, beginning at 10:00 a.m. Present: Andrew Aurbach, Tersh Boasberg, Catherine Buell, Maria Casarella, James Kane, and John Vlach. Absent: Elinor Bacon, Robert Sonderman.

CONSENT CALENDAR

The Historic Preservation Review Board considered the following consent items on February 26, 2009.  The items were proposed for approval by the Board based upon the written record, without discussion.

CAPITOL HILL HISTORIC DISTRICT

660 E Street, SE, HPA #09-122, concept/rear addition.  Vote: 6-0. For: Aurbach, Boasberg, Buell, Kane, Vlach. Recused: Casarella.

516 9th Street, SE, HPA #09-123, concept/new one-story rear garage. Vote: 7-0.
                
REGULAR AGENDA

INFORMATIONAL PRESENTATION
FY 2009 Community Grant Selections.
The SHPO presented an informational  report on the details on five grants funded through the FY 2009 Community Grants Program for: Hill East Survey (Capitol Hill Restoration Society/ANC 6, grantee ); Brochure and Walking Tour of Historic Adas Israel Synagogue Neighborhood (Jewish Historical Society of Greater Washington, grantee); DC Municipal Architects (Pamela J. Scott, contractor); National Churches in the  District of Columbia (Pamela J. Scott, contractor); History of Brightwood (Pamela J. Scott, contractor).

SIXTEENTH STREET HISTORIC DISTRICT
1919 16th Street, NW, alteration/masonry pointing.  This case was deferred at the request of the contractor.

U STREET HISTORIC DISTRICT
1800 14th Street NW, HPA #08-459, concept/seven-story residential and retail addition.
The HPRB voted to approve the revised design as presented.  Vote:  7-0.

HISTORIC LANDMARK NOMINATION
Dr. Franklin Kameny Residence, 5020 Cathedral Avenue, NW, Case #06-14.
The HPO recommended the Board designate the Franklin E. Kameny Residence, 5020 Cathedral Avenue, NW, a landmark to be entered in the D.C Inventory of Historic Sites and that the Board forward the nomination to the National Register of Historic Places with a positive recommendation for listing. Approved,  7-0.

(Note: Board Member James Kane departed, leaving six board members present for the remainder of the hearing.)

HISTORIC LANDMARK
Watterston House, 224 2nd Street, SE, HPA #09-001, concept/alteration and addition.
The HPO recommended that the Board approve the overall massing of the addition to the Watterston House and the addition above the garage in concept and direct the applicant to address  HPO recommendations in the staff report and return to the Board for final approval. Vote: 5-0. For: Aurbach, Boasberg, Casarella, Taylor, Vlach. Recused: Buell.

DUPONT CIRCLE HISTORIC DISTRICT
1524 18th Street, NW, HPA #09-075, concept/third- and fourth-floor addition to three-story house, and a front areaway and stairs.
The Review Board approved the conceptual design for a fourth floor addition on top of the existing rear ell-wing, and denied the proposed basement areaway stair in the public space front yard and fifth floor addition on the rear ell-wing as incompatible with the character of building and historic district.  Vote:  6-0.

MOUNT VERNON SQUARE HISTORIC DISTRICT
1213 4th Street, NW, HPA #09-107, concept/new three-story, residential building.
This case was removed from the calendar at the request of the ANC. The case will return to the calendar following ANC review.

SHAW HISTORIC DISTRICT
1225 10th Street, NW, HPA #09-140, raze.
The HPO recommended that the Review Board approve the raze permit with the following conditions: (1)The property owner salvages the historic materials (particularly the moulded brick) after the building has been razed; (1) The property owner erects a low permitted fence around of the vacant property. Vote: 5-1. For: Aurbach, Boasberg, Casarella, Taylor, Vlach. Against: Buell.
