FEBRUARY 25, 2010

The Historic Preservation Review Board met to consider the following items on February 25, 2010. Present were: Tersh Boasberg, Elinor Bacon, Catherine Buell, Maria Casarella, James Kane (following consideration of Wilson High School cases), Christopher Landis, Pamela Scott, Robert Sonderman, Joseph Taylor.
AGENDA

HISTORIC LANDMARK NOMINATIONS
Woodrow Wilson High School, 3950 Chesapeake Street, NW, Case #10-09.
The HPRB designated Woodrow Wilson High School as a landmark to be entered in the DC Inventory of Historic Sites and to be forwarded to the National Register of Historic Places.  Staff will revise the nomination to include the part played by City authorities in the construction of Wilson and the demise of Reno City.  Approved 8-0 (Kane not in attendance).

LANDMARKS
Woodrow Wilson High School, 3950 Chesapeake Street, NW, HPA #10-xxx,  concept/additions, demolition,
alterations.
The HPRB adopted the staff recommendation to approve the conceptual design for modernization and delegated the remaining design review to staff.  Approved 8-0 (Kane not in attendance).

Marine Barracks, 801 G Street SE, HPA #09-383, concept/security installations at Commandant’s House
including bollards, fencing, and guardhouses.
The HPRB adopted the staff recommendation to approve the security upgrades in concept and delegate final approval to staff.  Approved 9-0.

Engine Company 10, 1342 Florida Avenue, NE, HPA #10-167, widening vehicle doors.
The HPRB approved the proposal in concept, the applicant to provide complete masonry removals and restoration information, delegating further review to staff.  Approved 8-1 (Sonderman dissenting).


ANACOSTIA HISTORIC DISTRICT
2228, 2234 and 2238 Martin Luther King, Jr. Avenue, SE, HPA #10-099, raze.
This case was removed from the agenda at the request of the applicant.

DUPONT CIRCLE HISTORIC DISTRICT
1737 Connecticut Avenue, NW, HPA #10-081, concept/sixth story addition to five story row building.
The HPRB approved the staff report recommending approval of the sixth floor addition set back 52’ from the front elevation, with a new storefront without a projecting canopy, and with a projecting storefront window set inside the existing masonry piers.  Final approval delegated to staff.  Approved 9-0.  

CAPITOL HILL HISTORIC DISTRICT
1229 E Street, SE, HPA #09-394, concept/renovation and three-story rear addition.
The HPRB approved the staff report, which recommended approval of the quantity of demolition proposed for the historic structure, and directed the applicants to restudy the massing of the new addition with serious consideration of a generous reduction in the depth and to restudy the placement of the garage. Vote 8-1 (Kane dissenting).

FOURTEENTH STREET HISTORIC DISTRICT
1634 14th Street, NW, HPA #10-132 (previously HPA #06-546), revised concept/seven-story apartment
and retail building.
The HPRB approved the revised conceptual design as submitted, and delegated final approval to staff with direction that the HPO continue to work with the applicant on finalizing the design of the ramp, penthouse and lighting.  Approved 8-1 (Kane dissenting).
                
SHAW HISTORIC DISTRICT
1600 8th Street, NW, HPA #10-134, concept/alterations, addition of projecting bay for 2-unit residential building.
The HPRB approved the staff report recommending approval of a two-story bay on the deteriorated rear portion of the building, denied the proposed two-story triangular oriel window on the main portion of the building, directed the architect to continue working with staff on design and materials, and delegated final approval to the staff.  Approved 7-2 (Buell, Kane dissenting).

LEDROIT PARK HISTORIC DISTRICT
321 T Street, NW HPA #10-098, rear addition.
The HPRB approved the concept for the rear addition, and encouraged but did not require that the applicant seek an amicable reduction in the size of the addition in coordination with the neighborhood.  Final approval was delegated to staff.  Approved 9-0.


CONSENT CALENDAR

The Historic Preservation Review Board considered and approved the following items on the consent calendar.  [Detailed descriptions of the projects are posted on the HPO website]  Approved 8-0 (Kane not in attendance).

CAPITOL HILL HISTORIC DISTRICT
324-326 12th Street, NE, HPA #10-109, resubmission of concept/construction of two flats.
The HPO recommends that the Board approve the concept and delegate final approval to staff.  However, this should not be construed as approval for any necessary zoning relief.

218 10th Street, SE, HPA #10-130, concept/two-story rear addition.
The HPRB approved the concept and delegated final approval to staff.

FOURTEENTH STREET HISTORIC DISTRICT
1524 Corcoran Street, NW, HPA #10-135, concept/new construction of garage.
The HPRB approved the proposal in concept and delegated final construction approval to staff.

ST. ELIZABETHS HOSPITAL HISTORIC DISTRICT
2700 Martin Luther King Avenue, SE, HPA #10-166, preliminary/water tower.
The HPRB referred the application to the Mayor’s Agent.
Approved 7-0 (Cassarella abstained)

STRIVERS SECTION HISTORIC DISTRICT
1778 T Street, NW, HPA #10-136, concept/alterations and rear addition.
The HPRB approved the concept for rehabilitation and a rear addition, directing the applicant to continue working with staff on finalizing the design of the addition and the plans for construction staging and bracing of the structure.

U STREET HISTORIC DISTRICT
1011 & 1013 T Street, NW and 1900 Vermont Avenue, NW, revised concept/new construction of 3 three-story
plus basement rowhouses.
The HPRB approved the revised proposal, including removal of vehicular paving in public space and conversion of the roof stair on 1900 Vermont Avenue to a roof hatch, and delegated final construction approval to staff.

WOODLEY PARK HISTORIC DISTRICT
2737 Woodley Place, NW, HPA #10-138, concept/alter roof behind mansard, egress well.
The HPRB approved the conceptual design for the roof and rear alterations, and
that final approval be delegated to staff on the condition that no alteration (including any new parapets) shall be visible from the Woodley Place right-of-way, to be confirmed by a flag test.
