Residential Conversions

The District is requesting input, specifically from current and prospective property owners, on the design of and approach to a potential new program to incentivize conversion of commercial properties to residential use in Central Washington, with an emphasis on the Central Business District (CBD).

In late 2020, the DC Office of Planning (OP) assessed the District’s real estate market to evaluate the potential for conversion of commercial office and hotel properties to housing.

The analysis builds on prior findings from the Office to Affordable Housing Task Force published in 2019. The 2020 assessment was conducted to inform implementation of the Comprehensive Plan Update and Mayor Bowser’s Housing Framework for Equity and Growth.

OP’s assessment analyzed conditions in the second quarter of calendar year 2020 (April to June).

The study evaluates commercial real estate market conditions at three different geographic scales to develop macro and micro economic insights. The geographic scales include: the metropolitan region, DC Comprehensive Plan Planning Area, and office submarkets.
