Vivian Guerra, Chief of Staff at the Office of Planning, brings 20 years of professional experience in community development working at the local and federal level as well as in the private sector. She is a driven public service leader that takes great pride in fostering collaboration, innovation, and growth toward achieving organizational goals. In her current capacity, Vivian oversees the strategic execution of agency operations, fostering interagency partnerships, and implementing strategic initiatives that drive organizational growth while providing direction to staff on advancing agency and mayoral priorities.
Prior to OP, Vivian led key strategic initiatives on transportation equity, inclusion, and accessibility within the Equity & Inclusion Division/Office of the Director at the District Department of Transportation. Vivian led and implemented organizational systems-change through policies, practices and procedures at the DC Department on Disability Services’ State Office of Policy, Planning, and Innovation. She served as the Ward One Neighborhood Planner at OP under former Mayor Anthony Williams where she managed neighborhood plans that included the Columbia Heights Public Realm Plan, Georgia Avenue-Petworth Revitalization Plan, and supported the U Street Corridor DUKE plan.
Vivian holds a master’s degree in Community Planning from the University of Maryland and a Bachelor of Arts in Economics and International Studies from George Mason University. She is a graduate of the Georgetown University Leadership Academy for Cultural Diversity and Cultural and Linguistic Competence. Vivian currently resides in Ward One with her family and has lived in the District for more than seventeen years.
