Deborah L. Crain Kemp, Senior Neighborhood Planner Wards 7 & 8, joined the DC Office of Planning in 2001. Deborah manages planning and the implementation of neighborhood plans in Wards 7 and 8 and works closely with the Lead Planner for Equity Initiatives. Deborah has previously served as Ward 5 Planner and Ward 7 Planner. She has managed and supported the completion of several projects including Start it in 7 and PLACE and several small area plans such as the Brookland/CUA, Riggs Road/South Dakota Avenue, Florida Avenue Market and Mid-City East. Prior to joining OP, Deborah worked for the District government as a grants manager for the Weed and Seed Initiative. She holds a Bachelor of Psychology and a Master of Public Administration from the University of Southern California. Deborah is a member of the Congress of New Urbanism, a Certified Public Manager, and published photographer.
