Deborah L. Crain Kemp joined the DC Office of Planning in 2001 as the Ward 5 Planner and became the Ward 7 Planner in 2013. During her 14 year tenure here at the DC Office of Planning, she has completed several small area plans including the Northeast Gateway Revitalization Strategy; the Brookland/CUA Metro Station Small Area Plan; the Florida Avenue Market Small Area Plan; and the Riggs Road South Dakota Avenue Redevelopment Strategy. She has also assisted with the completion and implementation of additional plans and studies such as the Ward 5 Industrial Land Transformation Study, the New York Avenue Green Infrastructure Study, the Neighborhood Investment Fund (NIF) Plans, Brookland Beautification Small Grant Program and Mid City East Small Area Plan.
Prior to the DC Office of Planning, Ms. Crain Kemp’s worked as Program Manager for the District’s Operation Weed and Seed initiative and also as a community organizer with the National Association of Neighborhoods. Ms. Crain Kemp is a Certified Public Manager and holds a Bachelor of Arts Degree in Psychology and a Master’s Degree in Public Administration with a specialization in Intergovernmental Management from the University of Southern California. Ms. Crain Kemp brings to the Office of Planning over twenty years of community organizing skills and is a member of the American Planning Association.
