David advises the Office of Planning in all aspects of its mission. He has 20 years of experience in land use and administrative law. Before joining OP, David served as Senior Counsel at the Maryland-National Capital Park and Planning Commission, where he advised government officials on major planning, development review, and legislative initiatives, and litigated numerous appeals. Previously, David was an associate at the D.C. Law Firm of Spiegel & McDiarmid, where he focused on administrative litigation on behalf of municipalities from around the country. David holds a B.A. in Urban Affairs and Planning from Virginia Tech and a J.D. from the University of Virginia School of Law.
