Job Summary
This position is in the Office of Planning (OP), Historic Preservation Office (HPO). OP has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.) and provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.
The position functions as an Archaeologist responsible for performing a wide range of duties related to project initiatives, field investigations, agency regulatory functions under local and federal preservation laws, and outreach activities related to the archaeology and history of the District of Columbia.
Duties and Responsibilities
The incumbent performs a variety of duties including research, field investigation, analysis, interpretation, preparation of reports, and the development of programs, projects and outreach activities related to the archaeology and history of the District of Columbia. Performs long-range studies and evaluates the physical remains of the District’s past from documentary sources, oral histories, etc. Researches and prepares nominations for archaeological sites for the National Register of Historic Places and the D.C. Inventory of Historic Sites and evaluates and presents such nominations.
Provides comments to the State Historic Preservation Officer (SHPO) and Federal and District agencies on projects potentially involving historically significant archaeological properties. Organizes, maintains, and updates an inventory of known archaeological sites within the District of Columbia and maintains site files and reports. Maintains District of Columbia artifact collection and database, including overall supervision and curation of artifacts held by the District and by other entities. Responsible for drafting terms and conditions for curation and loan agreements, as necessary. Prepares maps and models using GIS technology to predict archaeological potential and the impacts of development and ground disturbance on archaeological resources. Applies such information to the assessment of development proposals and other ground-disturbing activities. Conducts evaluations, prepares comprehensive reports, and participates in Section 106 consultations with Federal and local agencies and the public, including assessing significance of properties, determining possible adverse effects on archaeological resources, writing and/or critically assessing scopes of work and archaeological reports for agencies and contract firms, and cooperating in the writing of memoranda of agreement and programmatic agreements. Assists SHPO in revising legislation relating to archaeological regulation in the District of Columbia. Develops intern or volunteer programs to assist with archaeology duties and programs. Serves as liaison to other organizational entities for the Office of Planning and other District agencies, communities, and professional entities. Promotes archaeology in the District of Columbia through outreach efforts potentially including the presentation of archaeological and historic preservation lectures, papers, publications, social media, etc. to the public, universities, citizen groups, neighborhood associations, museums, and conferences.
