Job Summary
This position is located in the Office of Planning (OP). The mission of the OP is to plan the long-term growth of the District of Columbia and provide the vision, framework, and principles that guides land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District's Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.
This position serves as an Operations Manager responsible for full range planning, developing, managing, and coordinating the administrative and logistics functions of the agency or assigned area(s), including, but not limited to, operations and administrative services, fiscal reporting for compliance, inventory and supply management, facility management, as well as supervising support and programmatic staff.
Duties and Responsibilities
Responsible for leading and optimizing operational processes to align OP’s short and long term strategic goals. This role involves analyzing business operations, identifying areas for improvement, and implementing solutions to enhance efficiency and overall performance. Collaborates with senior leadership to develop and execute strategic plans that align operations with agency objectives. Provide insights and recommendations to inform decision-making. Participates in the formulation and execution of the agency budget related to operational and information technology (IT) needs for the agency. Leads initiatives to streamline operations, reduce costs, and increase productivity. Participates in organizational planning by providing information and recommendations for use in the decision-making process. Develops analyses, evaluations, and recommendations for new and/or changes to policy, practices, daily operations, and/or internal administrative procedures; and plans effectively so that problems are anticipated and dealt with before they arise.
Manages the day-to-day operations of the IT team, including deployment of hardware and software, asset management of equipment, recommendations for equipment and software purchase and upgrade, and monitoring and recommending corrective measures for adherence to IT policies and procedures. Leads OP’s customer service, ensuring the agency meets any Mayoral requirements and is equipped and prepared to deliver excellent customer service via email, phone, or in- person. Leads office space moves and any other office space improvement projects by coordinating with the Department of General Services (DGS) and its contracted design and move teams to oversee successful planning and execution. When in private office space, coordinates with the landlord and/or DGS on work orders and service requests. Monitors and coordinates office space management; maintains seating chart to ensure a current chart is available for management decision-making. Serves as Records Manager to maintain OP’s Record Retention Schedule and manages in-office file management and libraries, to ensure the proper display, handling, accession, and disposal of agency files, records, and publications. Serves as Fleet Manager, creating and implementing policies to govern the operations, maintenance, and management of District-owned and leased vehicles assigned to the agency. Serves as Agency Telecommunications Coordinator, working with the Office of the Chief Technology Officer and OP staff to maintain and inventory the telecommunications devices (desk phones, mobile phones, tablets, etc.) assigned to the agency to ensure staff has the required equipment and is in compliance with required reporting. Regularly reports on operation performance to senior leadership, highlighting achievements, challenges, and proposed solutions. Ensure alignment across divisions through clear and consistent communication. Coordinates communication with and elevates issues raised by the administrative staff concerning operations of the agency and provides recommendations for resolution. Contributes to the planning and implementation of special events, for example team building activities and projects for the office, as needed. Fosters a collaborative work environment focused on continuous improvement. Performs other related duties as assigned.
