Job Summary

This position is in the Office of Planning (OP) in the Neighborhood Planning (NP) division. OP has the lead responsibility for land use planning in the District of Columbia.  (D.C.) and provides the vision, framework and principles that guide land use change, growth, and development for an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District's Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

The Associate Director for Neighborhood Planning is a senior-level land use planning expert, creative and strategic thinker, and experienced supervisor who manages the short- and long-range planning and the day-to-day activities of the Division. The Associate Director collaborates with the OP Director, Deputy Director for Planning and Data Visualization, and other OP senior staff to utilize place-based planning to help the Office of Planning achieve its overall strategic policies on urban planning, development, and revitalization for the City.

Duties and Responsibilities

Directs the Division’s creation of small area, corridor, and neighborhood planning in line with the policies and action in the Comprehensive Plan and strategic priorities of Planning Director. Leads the application of innovative planning practices and engagement techniques to create planning tools that translate neighborhood needs and opportunities into specific neighborhood development strategies that clearly guide agency and private sector investments. Directs a diverse team of planning professionals to develop innovative and contextual neighborhood, corridor, and other place-based plans and planning guidance that advance equity, economic vitality, and community vibrancy in diverse urban neighborhoods. Leads high profile conversations and public engagement processes to a wide range of external stakeholders, including community members and organizations, local businesses, Advisory Neighborhood Commissions, advocacy organizations, the development community, institutions, and Business Improvement Districts. Advances the District’s citywide policy priorities through the Neighborhood Planning Division’s participation in Mayoral and other District agency initiatives through committees, task forces, and interagency teams to contribute place-based planning principles and expertise to help enhance communities and achieve the goals and objectives of the initiatives.

Establishes the direction and strategy for the District’s Neighborhood Planning Program.  The work program is focused on the revitalization and enhancement of the District’s neighborhoods and ensuring the realization of the Office of Planning’s mission.  Works with senior staff to address the needs of residents and other stakeholders and the goals of the Mayor through innovative and contextual place-based planning, translated into specific planning and development guidance and implementation actions by agencies, community members, the private sector, and other external stakeholders. Provides direction to and manages a highly motivated team of neighborhood planners from a variety of backgrounds and disciplines to perform difficult and complex planning work, involving considerable responsibility and variety. Leads the integration and contextual application of District government policy guidance in areas such as housing, transportation, economic development, sustainability, and resilience into place-based plans. Coordinates with other Associate Directors agency-wide and Deputy Director of Planning and Data Visualization on the alignment and integration of land use planning and urban design in plan and policy development. Solicits and synthesizes public, advisory neighborhood commission and stakeholder input to inform ongoing and project specific planning efforts.  Provides direction to division staff on effective, strategic, and innovative community engagement practices. Leads and actively participates in the agency’s engagement program. Supports the development of strategies to achieve equitable outcomes through the implementation of District plans and the execution of the agency’s mission.
