Job Summary

The Office of Planning (OP) has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.). OP provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

The position is located within OP’s Citywide Strategy and Analysis Division (CSAD), Neighborhood Planning team. The Neighborhood Planning team prepares planning studies, including small area plans and corridor studies that shape development and revitalization, and acts as a liaison to elected officials and community stakeholders on planning issues.

The Community Planner (Implementation and Partnerships) is responsible for leading implementation of planning efforts. Duties include developing implementation strategies that advance neighborhood plan recommendations, cultivating partnerships with communities and stakeholders, identifying funding opportunities, helping build capacity in communities, and tracking implementation. The Community Planner coordinates closely with OP’s project teams on preparing area-based plans and engaging with communities.

Duties and Responsibilities

Leads implementation activities for area-based and citywide planning efforts. Develops and updates implementation frameworks for plans that prioritize recommendations, are applicable to a range of communities and stakeholders, and track implementation progress. Cultivates and strengthens interagency and community partnerships (with non-governmental organizations, universities, community development organizations, ANCs, etc.) that advance collaborative implementation efforts. Develops strategies for implementation that account for key considerations, including plan priorities, partner capacity, and funding opportunities. Reviews capacity of community organizations and other key partners and makes recommendations for implementation roles and responsibilities under a partnership model. Develops and executes work plans for specific implementation tasks. Identifies funding opportunities including grants that support neighborhood plan implementation. Tracks and develops grant applications and manages grant awards. Helps build capacity in communities.

Leads and facilitates implementation-focused engagement with stakeholders. Develops materials, reports, graphics, social media and other documentation to assist in stakeholder communication. Develops materials, reports, graphics, and other documentation for internal and public audiences to communicate neighborhood planning implementation. Conducts analysis and evaluation of implementation efforts and provides feedback on how to improve effectiveness of activities and programs, including successes, limitation and lessons learned. Manages and participates in teams that prepare and conduct a range of area-based efforts, including Small Area Plans, and other planning initiatives. Conducts related data and policy analysis and community engagement. Identifies recommendations and strategies and develops reports and plans. Performs other related duties as assigned.
