Job Summary

This position is in the DC Office of Planning (OP).  OP has the lead responsibility for planning the physical and economic development of the District of Columbia. OP provides vision, framework, and principles to guide public and private development decisions. OP supports and coordinates efforts to encourage housing and neighborhood enhancement; to expand the employment base for the District residents; to promote the local economy and to retain, expand and attract new businesses. OP is responsible for zoning analysis, historic preservation, statistical services, and interagency coordination of economic development planning efforts and serves as the official Census State Data Center.

The Attorney Advisor works under the direction of OP’s lead counsel within the Office of the Director to provide legal advice and support on agency programs in planning, land use, zoning, and historic preservation, and on agency operations and administration.

Duties and Responsibilities

The incumbent advises OP managers and staff concerning how District of Columbia and federal law affect OP’s activities in planning, land use, zoning, historic preservation, and other areas.   Supports the enforcement program of the Historic Preservation Office within OP, including representation in the Office of Administrative Hearings. Provides litigation support to the Office of the Attorney General in trial and appellate litigation involving OP. Reviews existing and proposed laws and regulations to identify their impact on OP and changes needed to better fulfill OP’s mission. Advises and supports OP managers and staff on compliance with laws governing agency operation, including the Americans with Disabilities Act and Freedom of Information Act. Advises and supports agency managers in collective bargaining negotiations, including, at times, representing OP in these matters. Provides guidance to agency managers in proposed employee disciplinary actions. Drafts and reviews transactional documents such as procurement and grant agreements.
