Job Summary

This position is located in the Office of Planning (OP). The mission of the OP is to plan the long-term growth of the District of Columbia and provide the vision, framework, and principles that guides land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District's Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

This position serves as an Operations Manager responsible for full range planning, developing, managing, and coordinating the administrative and logistics functions of the agency or assigned area(s), including, but not limited to, operations and administrative services, fiscal reporting for compliance, inventory and supply management, facility management, as well as supervising support and programmatic staff.

Duties and Responsibilities

Participates in the formulation and execution of the agency budget related to operational and information technology (IT) needs for OP. Provides technical requirements and specifications for required operational goods and services such as equipment, software, supplies, and incidental labor applied to accomplish office objectives to ensure compliance with applicable regulations.  Works with the Associate Director, Strategic Operations and Finance, to monitor and track expenditures associated with operational and IT needs and pay for goods and services that have been satisfactorily received.  Ensures the efficient use of budgeted funds and investigates and resolves problems and discrepancies. Conducts analyses, as needed, related to administrative and operational management and office initiatives.  Participates in organizational planning by providing information and recommendations for use in the decision-making process. Develops analyses, evaluations, and recommendations for new and/or changes to policy, practices, daily operations, and/or internal administrative procedures; and plans effectively so that problems are anticipated and dealt with before they arise.

Manages the day-to-day operations of the OP IT team, including deployment of hardware and software, asset management of equipment, recommendations for equipment and software purchase and upgrade, and monitoring and recommending corrective measures for adherence to IT policies and procedures. Leads OP’s customer service, ensuring the agency meets any Mayoral requirements and is equipped and prepared to deliver excellent customer service via email, phone, or in-person. Serves as the Agency Risk Management Representative working with the Office of Risk Management and OP staff to update and maintain an Emergency Response Plan and carry out all other required risk management responsibilities to minimize the frequency, severity, and probability of losses to which the agency is exposed. Serves as the agency’s Continuity of Operations (COOP) Coordinator and Emergency Liaison Officer working with the DC Homeland Security and Emergency Management Agency and OP staff to update and maintain a COOP Plan and carry out all other required COOP and emergency preparedness responsibilities to ensure OP can maintain operations if its facility or facilities have been compromised. Leads office space moves and any other office space improvement projects by coordinating with the Department of General Services (DGS) and its contracted design and move teams to oversee successful planning and execution.  When in private office space, coordinates with the landlord and/or DGS on work orders and service requests.
