Caroline Howe

Caroline Howe is the Director of Food Policy at the DC Office of Planning. Prior to this role, she worked across the District government at the intersection of sustainable food systems, social equity, and entrepreneurship. She coordinated the implementation of Sustainable DC 2.0 at the Department of Energy and Environment and served a detail at the COVID-19 Emergency Operations Center alongside the Office of Planning Food Policy staff. At the Department of Small & Local Business Development, she led the Food Waste Innovation Grant Program and the Aspire Program for entrepreneurship for justice-involved individuals. Caroline also brings more than a decade of international experience supporting community-based planning and sustainability innovation, including in India, Nicaragua, and Spain. She holds a Master’s in City Planning from the Massachusetts Institute of Technology.
