Job Summary

The DC Office of Planning (OP) has the lead responsibility for planning the long-term growth of the District of Columbia. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure. OP also undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center.

This position is in the Citywide Strategy and Analysis Division (CSAD). CSAD undertakes cross sector research, data, and spatial analysis in order to develop policies and plans that advance the agency’s mission and priorities. The division includes Citywide and Neighborhood Planning, the State Data Center, and Geographic Information Systems. Citywide planning provides policy expertise related to housing, economic development, capital facilities, sustainability, resiliency and transportation. The division manages the Comprehensive Plan and other large scale / citywide initiatives. Additionally, CSAD supports OP’s area planning, urban design planning, community engagement, development review functions.

The Community Planner works on citywide planning efforts. This position helps manage the Comprehensive Plan rewrite, conducts research and analysis, reviews plans and policies, and develops recommendations. The Planner conducts engagement and facilitation with agency and community stakeholders, tracks project progress, produces communications materials, reports and plans. This position is part of a core Comprehensive Plan team that leads work to advance racial equity, increase housing affordability, and build resilience to climate change.

Duties and Responsibilities

The Community Planner works directly with the Associate Director and Comprehensive Plan Project Manager to guide the District’s Comprehensive Plan rewrite.  Conducts research and analysis to identify land use planning issues and opportunities; develops program and policy recommendations, reports and plans. Applies a racial equity lens to analyzing policy, demographics, housing markets, economic opportunities, and environmental conditions.

Leads coordination among OP team members to produce data visualizations and incorporate area-based planning, development review and historic preservation. Leads interface with partner agencies.

Conducts stakeholder engagement, including planning, executing, conducting outreach and leading the facilitation of meetings with communities, partner organizations and other stakeholders. Develops workplans, scopes and budget materials and manages consultant performance. Conducts day-to-day project management, including tracking workplans, project timelines and progress. Identifies project management issues and helps resolve them. Provides support for executive and legislative processes related to the Comprehensive Plan. Manages and participates on project teams that prepare and undertake a range of planning efforts.
