Job Summary

The DC Office of Planning (OP) has the lead responsibility for planning the long-term growth of the District of Columbia. OP provides the vision, framework and principles that guide land use, change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

The position is in the Citywide Strategy and Analysis Division (CSAD). CSAD undertakes cross sector research, data, and spatial analysis to develop policies and plans that advance the agency’s mission and priorities. The Division includes citywide planning, the State Data Center; and Geographic Information Systems; and expertise related to various sectors including housing, transportation, economic development, capital facilities and economic development. The Division helps develop and implement the Comprehensive Plan and other citywide initiatives, and supports OP’s development of area plans, urban design frameworks, community engagement and development review functions. CSAD also provides data and technical expertise to partner agencies.

Duties and Responsibilities

The Associate Director for Citywide Planning is a senior level position that provides strategic direction to, and management of, systems planning. OP’s systems planning consists of analyzing data and formulating recommendations for various sectors, including housing, economic development, capital facilities, infrastructure, transportation, and sustainability. The Associate Director is tasked with supervising citywide planners in conducting and reviewing complex and innovative research, analysis, and policy development within and across planning systems. The Associate Director collaborates with OP senior staff in the review and application of citywide systems planning. This position also helps manage partnership and engagement activities with a wide array of internal and external stakeholders. The Associate Director is expected to move forward citywide goals and help the Agency accomplish its strategic plans and objectives, which impact quality of life and the ability of the District to fulfill the Comprehensive Plan’s vision of an equitable, inclusive, and resilient city.

The work involves the management of multi-phased and complex systems analyses that include data and policy review; vision and goal setting; the identification of recommendations to resolve policy or program issues on planning systems; and overseeing the development of technical reports and plans, including assisting with partner engagement related to plan development.  Incumbent is responsible for managing staff and initiatives; providing advice and recommendations to supervisor on strategic as well as project-based matters; tracking administrative and performance items; and assisting in the achievement and fulfillment of overall program issues and special interests of the office.
