This position is in the DC Office of Planning. The Office of Planning has the lead responsibility for planning the physical and economic development of the District of Columbia, and strategically guiding the preservation, revitalization and development of the city using a diversity of disciplines involving the broader range of stakeholders. The Historic Preservation Office supports and coordinates efforts throughout the Office of Planning to encourage and regulate the rehabilitation and reuse of historic properties by private property owners and local and Federal agencies.
The incumbent will review building permit applications for alterations, additions and new construction in accordance with local and nationally accepted preservation standards and practices. Consult with applicants to encourage appropriate work in accordance with above standards. Respond to public inquiries on the preservation law review process and acceptable practices and prepares written reports and recommendations on projects to the DC Historic Preservation Review Board
DUTIES AND RESPONSIBILITIES
Evaluates rehabilitation, alteration and new construction projects for consistency with local preservation laws, guidelines, standards, and practices; prepares monthly written evaluative case reports with recommendations to the Historic Preservation Review Board on permit and concept applications for alterations, subdivisions, demolitions, and new construction in historic districts and on designated historic landmarks. Provides technical expertise and project guidance to applicants on acceptable treatments and practices for rehabilitating and altering designated historic properties. Responds to inquiries from citizens, developers, engineers’ architects, attorneys and others regarding general preservation practices, permit processes, development review processes, design guidelines, and general information both orally and in written correspondence.
Exercises critical judgment in evaluating nominations for buildings and districts to local Inventory of Historic Sites and National Register of Historic Places against relevant criteria, and prepares written reports with recommendations to Historic Preservation Review Board; conducts primary research necessary to verify technical and historical information, and secondary research necessary to document and evaluate development patterns and architectural styles of city neighborhoods; prepares maps of the physical development of neighborhoods based on research findings.
Conducts evaluations, prepares letters and reports, and participates in Section 106 consultations with federal agencies. Such activities involve determining the significance of properties and assessing the effect of federal projects on historic resources. Incumbent may also review and make recommendations to the Chief of the Historic Preservation Office on applications for certification or rehabilitation for Federal tax advantages.
Provides technical expertise for the selection and administration of applications for grants-in-aid from the Department of the Interior for historic preservation projects. Monitors and provides guidance to contractors and volunteers on survey and planning grant projects for consistency with federal and local standards and stated project goals; reviews interim and final grant products for accuracy, quality and completeness.
Prepares and makes presentations on historic preservation to local citizens’ groups, neighborhood associations and conferences; addresses and participates in neighborhood-based meetings, forums, and workshops regarding preservation issues.
KNOWLEDGE REQUIRED BY THE POSITION
A professional knowledge of the theories, principles, practices and techniques of historic preservation, rehabilitation, restoration, and building conservation.
Skill in reading and evaluating architectural drawings, and narrative scopes of work.
Skill in communicating and negotiating professionally and constructively with diverse groups of people, often with conflicting goals and different viewpoints, to inform and educate them on appropriate preservation practices and treatments.
Knowledge of American historical architecture and architectural styles, building types, and historic construction methods.
Knowledge of research methods necessary to conduct primary and secondary research regarding development of city neighborhoods and buildings, including title, deed, and permit searches, and tax assessment and census records.
Knowledge of D.C. and Federal historic preservation laws and procedures, and appropriate local and Federal agencies.
Experience in the use, operation, and application of Windows 95/98, NT, and computer software (e.g., GIS/mapping software, word processing, spreadsheet, database management, presentations, etc.)
Education and Experience
Graduation from an accredited four-year college or university with a relevant bachelor’s degree and at least four (4) years of relevant and progressive work experience in professional historic planning, project review, architecture or redevelopment;
Or an equivalent combination of education and experience. Master’s degree (Historic Preservation Planning, Architecture History, Urban Design, etc.) preferred.
LICENSE AND EDUCATION
The work is performed in an office setting except for periodic outdoor surveys, site visits, and
presentations to other entities.

Work is mostly sedentary while seated at a desk but will periodically require surveys of various neighborhood / site conditions or site visits to review development proposals. Such activity would entail walking, driving, or taking public transportation.
