Downtown Action Agenda

The Downtown Action Agenda establishes a clear direction for future growth, so that emerging areas near downtown Washington may build their own unique identities. The Agenda also recognizes that all downtown neighborhoods need to be strengthened as vital and vibrant places.

The Downtown Action Agenda sees downtown as a multipurpose destination:

  • A retail center for shoppers
  • A cultural district for art patrons
  • A convention destination for visitors
  • An employment center for workers
  • A sports and theatrical entertainment center
  • The hub of the region's transportation network

The District has defined four key objectives and core strategies to realize this vision for the downtown area:

Maximize and Concentrate Downtown Housing

  • Strengthen and preserve the existing Shaw community
  • Establish Mount Vernon Triangle as a new residential community
  • Reach housing development targets south of Massachusetts Avenue

Increase the Vitality of Street Life

  • Focus retail and entertainment at Gallery Place
  • Strengthen the F Street retail corridor
  • Improve urban design and public space
  • Enhance the range of retail
  • Support the arts

Provide Clear Direction for Downtown Growth and New Development

  • Establish a Mount Vernon Square hospitality district
  • Draw visitors from the Mall with new transport links
  • Extend F Street over Interstate 395 and develop air rights
  • Improve and activate public space at Judiciary Square
  • Connect Downtown Economic Growth to District Residents
  • Provide organizational assistance to identify and develop new job opportunities
  • Support skills training to help residents take advantage of new opportunities
  • Establish additional funding sources for housing
