Charlie Richman is Associate Director for Geographic Information Systems (GIS) and Information Technology (IT), and Chief Information Officer for the Office of Planning. He directed the revitalization of GIS and IT within the Office of Planning, became one of the few Certified Chief Information Officers in District Government, and is the primary author of a number of essential GIS tools widely used in District government. A GIS technology leader, he has extensive hands-on expertise with GIS software, programming tools and census data. Prior to joining District government, he created the modern GIS consulting practice at ICF Consulting and was a senior legislative staff member for Senator Daniel Patrick Moynihan of New York. His Ph.D. in Geography and Environmental Engineering is from Johns Hopkins University.
