Comprehensive Plan Amendment Process 

In April 2009, the DC Office of Planning launched the first Amendment Cycle for the 2006 Comprehensive Plan (Comp Plan), the District's 20-year blueprint for the city.  The 2006 Comp Plan, which was a major update, included over 600 action items and provided guidance on monitoring, evaluating and amending the Comp Plan.

The purpose of the Amendment Cycle is to correct technical errors or address significant changes in policy or new initiatives that have occurred since 2006. There are two types of amendments:

  • Text Amendments, which address policies and actions in the Comp Plan
  • Map Amendments, which change the Future Land Use map and the Generalized Policy map
On September 8, 2009, the Office of Planning released the Comprehensive Plan 2009 Amendment Cycle Draft Amendment Report summarizing amendment proposals received and providing recommendations to the DC Council on which amendment proposals should be considered for inclusion in the Comprehensive Plan.
