(Washington, DC) The DC Office of Planning (OP) submitted its report regarding the design of an Inclusionary Zoning program on July 15, 2005, in preparation for public hearings before the DC Zoning Commission. These public hearings are scheduled for July 25, 2005, and July 28, 2005, at 6:00 pm in the Zoning Commission Chambers, located in One Judiciary Square at 441 4th Street, NW, Room 210 South.
Inclusionary Zoning is a land use technique for including a mix of affordable housing units in residential development projects. It is a very useful tool used across the country for creating diverse communities, particularly in strong housing markets like the one the District has experienced of the past several years.
The OP report provides their recommendations to the Zoning Commission on four major components of Inclusionary Zoning, including:
- The percent of units to be made affordable within residential developments
- The household incomes served by the program
- The percent of bonus density a project may receive for including the affordable units
- The approval process for including affordable units and how relief from the requirements can be granted

A separate report from OP and another round of public hearings to be held by the Zoning Commission will address the geographic areas of the District where Inclusionary Zoning will apply and administrative issues such as income certification, monitoring and enforcement. The public hearings for these issues have yet to be scheduled.
