Mayor's Draft Comprehensive Plan Transmitted to Council
(Washington, DC) On July 14, 2006, the Office of Planning transmitted the revised Draft Comprehensive Plan to the DC Council. The Council will hold public hearings on the plan this fall and will consider the plan for adoption later this year. Select the link below to view the plan:
The revision, underway since 2004, involved thousands of DC residents and stakeholders. Based on the overarching goal of "Growing an Inclusive City," the plan sets forth hundreds of policies and actions on important topics such as land use, transportation, housing, and the environment.
Much of the plan's content reflect the previous Comp Plan, which was prepared in 1984 and amended in 1985, 1989, 1994, and 1998. However, many policies and actions have been added to reflect current data, issues, priorities, and conditions. For example, the new plan includes chapters (called "Elements") on parks, arts and culture, infrastructure, and educational facilities. The plan also includes an "implementation element," which identifies responsible agencies and timelines for each action.
The proposed Comp Plan has a very different look than its predecessor with maps, charts, sidebars, and photos, all attractively formatted and printed in color. This document replaces the eight ward plans by ten "Area Elements." The plan also includes two oversized maps (a Land Use Map and a Policy Map), which graphically show how its policies will be carried out.
We encourage the public to comment on the Mayor's Draft; however, remember that the document is still a draft and is subject to change based on public input and Council discussion. Office of Planning will summarize the public comments received by September 6, 2006, in an Comp Plan Addendum, and will provide text and map changes reflecting these comments for the Council's consideration at their hearings.
